Basic conditions to get on the waiting list for housing

1. Citizens in need of housing can receive it from the state housing stock.
2. The current housing legislation (https://online.zakon.kz/Document/?doc_id=1007658#pos=98233) determines the conditions for the provision of housing, establishes the circle of persons who can receive it, as well as the order of its provision and the grounds for by which a citizen can be removed from the waiting list.

Who can qualify for free housing?

Priority categories:

• Disabled people and participants of the Great Patriotic War and people equated to disabled people and participants of the Great Patriotic War;
• Disabled people of 1 and 2 groups;
• Families with disabled children;
• People suffering from severe forms of certain chronic diseases listed in the list of diseases approved by the Government of the Republic of Kazakhstan;
• Old-age pensioners;
• Orphans and children left without parental care, under twenty-nine years of age, who lost their parents before adulthood;
• Those who have the “Kandastar” status;
• Those who lost their homes as a result of environmental disasters, natural and man-made emergencies;
• Large families;
• Families of persons who died while performing state or public duties, military service, while preparing for or carrying out a flight into outer space, while saving human life, while maintaining law and order;
• Single-parent families;
• Citizens of the Republic of Kazakhstan whose only home is recognized as unsafe.

What is required to get on the waiting list?

To submit an application on the egov.kz website, you must:

• obtain an EDS (electronic digital signature);
• fill out an application to be placed on the housing waiting list;
• sign it with digital signature;

Attach electronic copies of the following documents to your application:

• a document confirming the fact of residence in the city for at least 3 years;
• certificate of marriage (divorce) (before June 1, 2008), death certificate of family members (before August 13, 2007), birth certificate of children (before August 13, 2007);
• a certificate from the relevant local executive body, if the only housing is recognized as unsafe (LHS “Obtaining housing to replace unsafe housing”);;
• certificate of income for the last 12 months before applying for each family member (salary, benefits for family members) - if you belong to a socially vulnerable segment of the population. Does not apply to orphans, children without parental care, and disabled children;
• certificate of employment (service) - for civil servants, employees of budgetary organizations, military personnel, employees of special government bodies and people holding public elective positions;
• a document confirming the status of a cosmonaut candidate, which is assigned by the Government of the Republic of Kazakhstan (for cosmonaut candidates, for cosmonauts);
• certificates from the relevant authorized bodies, if the dwelling in which the family lives does not meet the established sanitary and technical requirements, or when two or more families live in adjacent, non-isolated residential premises, or when the family includes patients suffering from severe forms of certain chronic diseases, in which living together with them in the same room (apartment) becomes impossible.

Term of the provision of the service: 30 calendar days. State duty is not paid.

The final result of the provision of the service: notification of registration indicating the serial number of the waiting list or a reasoned response about the refusal to provide a public service.

Submitting an application directly to the PSC (Public Service Center)

To submit an application to the PSC you must provide following documents:

• an application for registration of citizens in need of housing from the communal housing stock, indicating consent to the service provider checking the presence or absence of housing from the communal housing stock;
• identity card (required for personal identification);
• a document confirming the fact of residence in the city for at least 3 years;
• certificate of marriage (divorce) (before June 1, 2008), death certificate of family members (before August 13, 2007), birth certificate of children (before August 13, 2007);
• a certificate from the relevant local executive body, if the only housing is recognized as unsafe (LHS “Obtaining housing to replace unsafe housing”);
• certificate of income for the last 12 months before applying for each family member (salary, benefits for family members);
• certificate of employment (service) - for civil servants, employees of budgetary organizations, military personnel, employees of special government bodies and people holding public elective positions;
