This manual examines international practical experience and theoretical developments in the field of studying value orientations, outlines the political and legal foundations of the formation of Kazakhstani values, and offers recommendations on the formation of values among Kazakhstanis. Particular attention is paid to the analysis of the regulatory and legal and program documents «Mangilik El», «Plan of the Nation – 100 concrete steps to implement five institutional reforms of the Head of State», «Strategy Kazakhstan – 2050»: a new political course of the established state, which address the issues of value education of youth.
