How to hand over a car for recycling

If you own an old car that is out of service and no one will buy it for decent money, then you can use the state program for the disposal of old cars, which provides for the issuance of monetary compensation or discounts for the purchase of a new car from Kazakhstani manufacturers.

Thus, the state program supports the domestic automotive industry and helps to update the country's fleet, clearing it of garbage.

In this article, we will tell you about the conditions of the state program, how to use it and what compensation you can expect.        

What kind of transport can be disposed of         

Old passenger cars, passenger and freight vehicles are accepted for recycling. There are no restrictions on the age, model and purpose of the vehicles being disposed of.

Passenger cars

Category M1 - vehicles used for the transportation of passengers and having, in addition to the driver's seat, no more than 8 seats.

Passenger transport

Category M2 - vehicles used for the transportation of passengers, having, in addition to the driver's seat, more than 8 seats, the technically permissible maximum weight of which does not exceed 5 tons.

Category M3 - vehicles used for the transportation of passengers, having, in addition to the driver's seat, more than 8 seats, the technically permissible maximum weight of which exceeds 5 tons.

Freight transport

Category N1 - vehicles intended for the carriage of goods having a technically permissible maximum weight of no more than 3.5 tons.

Category N2 - vehicles intended for the carriage of goods having a technically permissible maximum weight of over 3.5 tons, but not more than 12 tons.

Category N3 - vehicles intended for the transportation of goods having a technically permissible maximum weight of more than 12 tons.

Before being disposed of, the car must be removed from the registration register in the Special zone.

How to remove a car from the registration register
The car is removed from the registration register in the specialized department of the NAO GC "Government for Citizens" (Special Purpose). To do this, you need to provide the following documents:

Identification card;
Technical document;
Receipt of tax payment for the actual period of ownership;
The certificate of registration of the vehicle (SRTS) and the state registration number plate (GRNZ) (to be handed over to the Special Service Center).
In the absence of technical documents, the circumstances of their loss are indicated in writing.

De-registration is carried out only after the execution of requests for the absence of any restrictions on de-registration. After the withdrawal, you will receive a certificate.            



How to receive monetary compensation
If you have chosen monetary compensation for the disposal of a car, then depending on the condition of the car, you can receive two types of monetary compensation.

Monetary compensation in the amount of 48,000 tenge can be obtained for a car that has at least a body (chassis) and an engine.

Monetary compensation in the amount of 150,000 tenge can be obtained for a car in which all the following details are available in regular places:

Body (chassis)
Radiator
Bonnet
Trunk lid
Engine with attachments
Transmission
Battery
The standard number of cardans
Wheels (standard number)
Transfer case (if provided by the manufacturer)
Components and parts of the exhaust system
Wheel covers (fenders, standard number)
Doors (standard number)
Axles assembled with gearbox (if provided by the manufacturer)
Tanks and barrels for liquid fuel, compressed gas and service fluids
Required documents

Individuals need to collect the following documents:

Application for acceptance of VETS for subsequent disposal;
A copy of the identity document (a copy of the passport, if the applicant is not a resident of the Republic of Kazakhstan);
The original certificate from the bank about the availability of a bank account;
The original of the act of registration (de-registration) of the vehicle for recycling;
If the VETS is transferred by the representative of the Owner of the VETS – the original power of attorney issued in accordance with the requirements of the legislation of the Republic of Kazakhstan (option No. 1, option No. 2, option No. 3).
Legal entities need to collect the following documents:

Application for acceptance of VETS for subsequent disposal;
A copy and original of the identity document;
Company details;
The original of the act of registration (de-registration) of the vehicle for recycling;
Certificate of state registration of a legal entity (issued no later than 10 days before the date of application);
The original power of attorney addressed to the representative, signed by the first head and chief accountant, issued in accordance with the requirements of the legislation of the Republic of Kazakhstan;
A copy of the document confirming the position and powers of the head (the decision of the founders (founder) on the appointment of the head of the legal entity), sealed with the seal of this legal entity;
Consent (order, decision, permission) of the authorized body for state property to write off, dispose of and receive compensation for property (for state-owned legal entities - state enterprises and state institutions).
The collected documents together with the car must be delivered to the collection point of the ROP Operator, the addresses of which can be found on the website - auto.recycle.kz/money

Without a complete set of documents, it makes no sense to deliver the car to the reception point.

If the condition of the car meets the conditions, a contract is concluded, after which a certain amount is transferred to the current account.

After signing the contract, the owner loses all rights to the car and it is impossible to return it.



How to get a discount certificate
Instead of decommissioned vehicles (VETS), you can receive a discount certificate for the purchase of a new environmentally friendly vehicle manufactured in Kazakhstan.

The size of the discount certificate varies from 315,000 tenge to 750,000 tenge, depending on the category of the vehicle being disposed of.

You can get 315,000 tenge for

A passenger car of the M1 category, in which the following parts are in regular places:

Body (chassis)
Hood cover
Doors
Steering system
Wheel covers (wings)
Engine with attachments
Engine cooling radiator (if provided by the manufacturer)
Wheels
Transmission
Battery
You can get 550,000 tenge for 

Cars of categories M2, N1, N2, in which the following parts are available in regular places:

The body
Chassis
Doors
Wheels
Engine with attachments
Engine cooling radiator (if provided by the manufacturer)
Other air or liquid cooling systems (if provided by the manufacturer)
Battery
Transmission box
Transfer case, axles and gearboxes of axles, large-node parts, suspension undercarriage, cardan shafts (if provided by the manufacturer)
Steering system
Components and parts of the exhaust system (if available)
You can get 750,000 tenge for:

Vehicles of the M3, N3 categories, in which the following parts are available in regular places:

The cabin
Chassis
Doors
Engine with wheel attachments
Engine cooling radiator (if provided by the manufacturer)
Other air or liquid cooling systems (if provided by the manufacturer)
Battery
Transmission box
Steering system
Transfer case, axles and gearboxes of axles, large-node parts, suspension undercarriage, cardan shafts (if provided by the manufacturer)
Components and parts of the exhaust system (if available)
Hydraulic equipment such as pumps (compressor), tanks, cylinders, distributor (if provided by the manufacturer)
The program does not limit the application of the certificate for a specific vehicle category. The discount certificate can be used for the purchase of any category and model of an environmentally friendly vehicle manufactured in Kazakhstan.

The program also allows you to sum up two certificates when buying one vehicle and re-register the certificate to another person, but no more than twice.

The validity period of the certificate from the moment of its registration is 12 months.

Required documents

Individuals need to collect the following documents:

A copy and original of the identity document;
Act (certificate) on the de-registration of a vehicle for recycling;
The original power of attorney issued in accordance with the requirements of the legislation of the Republic of Kazakhstan (if the VETS is transmitted by the representative of the Owner of the VETS — Word, PDF).
Legal entities need to collect the following documents:
