Organization of selection
The selection of military personnel for training in foreign universities implementing postgraduate educational programs is carried out by the National Defense University named after the First President of the Republic of Kazakhstan– Elbasy in accordance with international treaties of the Republic of Kazakhstan and contracts, as well as an invitation to study in accordance with the Rules for admission to military educational institutions subordinate to To the Ministry of Defense of the Republic of Kazakhstan, implementing educational programs of the appropriate level, approved by the Order of the Minister of Defense of the Republic of Kazakhstan dated January 22, 2016 No.35 (registered in the Register of State Registration of Regulatory Legal Acts No.13268).
Selection for training in foreign universities implementing educational programs of higher education is carried out from among the military personnel enrolled in the first year of higher military educational institutions subordinate to the Ministry of Defense of the Republic of Kazakhstan (hereinafter referred to as the University of the Ministry of Defense of the Republic of Kazakhstan), for the purpose of further study in foreign universities on the basis of a report submitted to the head of the University of the Ministry of Defense of the Republic of Kazakhstan, until August 15th of the selection year.
Admission of citizens to universities of the Ministry of Defense of the Republic of Kazakhstan for the purpose of further study under the higher education program at foreign universities is carried out in accordance with the order of the Minister of Defense of the Republic of Kazakhstan dated January 22, 2016 No. 35 "On approval of the Rules for admission to military educational institutions subordinate to the Ministry of Defense of the Republic of Kazakhstan implementing educational programs of the appropriate level" (registered in the Register of State Registration of Normative Legal Acts under No. 13268). The core subject of the UNT for admission to medical, musical specialties and translation is to determine: biology, chemistry for medical specialties, a creative exam for musical specialties, a foreign language for translation.
The list of foreign universities for which selection is carried out, as well as information on the requirements, conditions and selection procedure, are posted in local military authorities before May 1 of the selection year.
The report indicates the military rank, surname, first name and patronymic (if any), year and month of birth, the name of the foreign university and the specialty in which the candidate wishes to enroll.
The report is accompanied by an autobiography (written in his own hand), 3 photographs (without a headdress, measuring 4.5 x 6 centimeters).
A serviceman who does not agree with the result of passing the selection stage applies within one working day with a written statement (in any form) to the chairman of the commission.
The commission's decision on the merits of the application, formalized by the protocol, is made within one working day from the date of receipt of the application.
The decision of the commission on the selection for study or refusal, indicating the personal data of military personnel, is submitted to the structural unit of the Ministry of Defense of the Republic of Kazakhstan in charge of military education.
Military personnel, as far as they are concerned, familiarize themselves in writing with the decisions of the commission.
Selection procedure
The selection of military personnel to foreign universities implementing educational programs of higher military education that meet the requirements of professional selection and foreign universities is carried out in three stages:
- At the first stage, lists of military personnel are formed on the basis of received documents specified in paragraph 3 of these Rules;
- at the second stage, testing is carried out on the language of instruction in which the serviceman will be trained in a foreign educational organization. Language of instruction testing is conducted to determine the level of proficiency in the language of instruction of the selected. The test questions are compiled taking into account the basic secondary education program and consist of 30 questions, 1 question is equal to 1 point. The threshold level is 10 points.
Psychophysiological and polygraphological research is conducted with selected military personnel in the specialty of the military intelligence bodies of the Ministry of Defense of the Republic of Kazakhstan.
- at the third stage, a competitive selection is carried out. The competitive selection includes the compilation of a rating of those selected from the maximum to the minimum rating score and is carried out by the selection committee.
Selected military personnel who are not recommended according to the results of the study are considered not to have passed the stage.
The rating is formed by summing up the results of testing in the language of instruction and the results of the UNT.
Military personnel who are ranked from the first number to the number corresponding to the number of allocated places according to the recruitment plan, who have overcome the threshold level of the second stage of selection, are sent for training.
Passing each stage of the selection is allowed only once. A soldier who has not passed the previous stage is not allowed to the next stage.
In cases where a foreign university presents higher medical requirements for the state of health, before August 25 of the selection year, military personnel are subject to referral for an extraordinary inpatient (outpatient) medical examination in accordance with The rules of military medical examination in the Armed Forces of the Republic of Kazakhstan, approved by the Order of the Minister of Defense of the Republic of Kazakhstan dated July 2, 2015 No.373 (registered in the Register of State Registration of Regulatory Legal Acts No.11846).
If the conditions of admission to a foreign university differ from the conditions of admission specified in these Rules, the selection is carried out in accordance with international treaties of the Republic of Kazakhstan and contracts, as well as an invitation to study.
The host party conducts a selection, interview and/or exams with those who have passed the selection to meet the requirements of the host party. The results of the interview and/or exams are decisive for admission.
The transfer of selected military personnel to foreign universities is carried out by order of the Minister of Defense of the Republic of Kazakhstan.
The personnel body of the University of the Ministry of Defense of the Republic of Kazakhstan in the contract on military service, concluded upon admission to the University of the Ministry of Defense of the Republic of Kazakhstan with a serviceman selected to study at a foreign university, makes an entry on the direction for further study at a foreign university with reference to the order of the Minister of Defense of the Republic of Kazakhstan. The entered record is brought to the selected serviceman under the signature and attached to the personal file.
Military personnel selected to continue their studies at foreign universities are included in the lists of personnel of the University of the Ministry of Defense of the Republic of Kazakhstan, from which they entered foreign universities and are provided with the required types of allowances in accordance with international treaties of the Republic of Kazakhstan and contracts, as well as an invitation to study.
