Legal basis for the implementation of the program

Program Implementation Mechanism

1. The state offers work in rural areas with appropriate social support for students who have graduated from a university in the following specialties: education; healthcare; social Security; culture and sports; veterinary medicine.
2. Social support for young professionals includes::
   • providing payment of a one-time lifting allowance in the amount of 100 MCI;
   • issuance of a budget loan for the purchase and construction of housing for a period of 15 years, with an interest rate of 0.01% in the amount of 1,500 MCI;
   • increase in the official salary by at least 25% of the tariff rates (in urban settlements) for specialists of social institutions located in rural settlements.
3. To participate in the program you must::
   • independently find a job in the locality of your choice (village school, hospital, cultural center, sports complexes, etc.);
   • apply for participation in the program to the district commission;;
   • have data on the needs of personnel in the regions that are posted on the websites of the departments of regional akimats.

What documents are needed?

Required documents

To receive a lifting allowance:

• application;
• a copy of the identity card;
• a copy of the document on education (diploma);
• a copy of the work book, certified by the personnel department at the new place of work;;
• information about the previous place of registration from the migration service.

To receive a budget loan for the purchase of housing, additionally submitted:

• an act of valuation of the acquired real estate;
• a copy of the marriage certificate (if available);
• a certificate of the absence (presence) of real estate from a specialist, his (her) spouse and children in this rural locality.

In order to receive a budget loan for house construction, the following are additionally submitted:

• an act for the right to use a land plot provided for the construction of housing in the name of a specialist;
• act of valuation of collateral property;
• collateral insurance contract;
• written consent to co-finance the part of housing construction that exceeds the amount of the loan;
• copy of marriage certificate (if available).
