How to get housing from the state and who has the right to it

The housing issue is one of the most acute in our time. There are various ways to resolve it: purchase, mortgage programs of banks, obtaining office housing, obtaining rental housing with subsequent purchase, obtaining housing under the state program or obtaining housing from the akimat for certain groups of citizens. We will tell you about the procedure for queuing for housing from the state in this article.

The general scheme for obtaining housing from the public housing fund looks like this:​

Collection and submission of necessary documents to the akimat or online.
If everything is in order with the documents, receive a notification within 30 calendar days and track the queue (find out how to do this online).
Consideration of documents by the housing commission and issuance of a decision (see how it looks).
Signing a contract (find out what a standard sample looks like) and getting housing.
Who can apply for housing from the state housing fund?
To be put on the waiting list for housing in the Republic of Kazakhstan, you must permanently reside in the relevant locality (regardless of the length of residence).

Communal or state-owned apartments are provided from the communal housing stock or private housing stock (apartments rented by akimats are included in this fund) to the following persons:

veterans of the Great Patriotic War (get a certificate of benefits online);
orphans, children left without parental care;
mothers with many children who were awarded the pendants "Altyn alka", "Kumis alka" or who previously received the title "Mother Heroine", as well as those awarded the orders of "Maternal Glory" of the I and II degrees, large families. The total average monthly income of these categories of citizens should be less than 3.1 times the subsistence minimum established for the relevant financial year by the law on the republican budget for the last twelve months before applying for housing for each family member;
socially vulnerable segments of the population who have a cumulative average monthly income for the last twelve months before applying for housing for each family member below 3.1 times the subsistence minimum established for the corresponding financial year by the law on the republican budget. The coefficient of 3.1 times the subsistence minimum does not apply to orphans, children left without parental care, and children with disabilities;
civil servants, employees of budgetary organizations, military personnel, cosmonaut candidates, cosmonauts and persons holding state elected positions;
citizens whose only home is recognized as an emergency in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
*Note. You can get a certificate of benefits (participants of the Great Patriotic War, liquidators of accidents at the Chernobyl nuclear power plant, internationalist soldiers) online, you do not need an EDS for this. You can help relatives, as you can get a certificate not only for yourself, but also for a relative.

At the same time, according to Article 69 of the Law "On Housing Relations" you are in need of housing if:

you do not have housing on the right of ownership in the territory of the Republic of Kazakhstan when registering and at the time of providing housing from the communal housing stock or the housing stock of a state enterprise;
you do not have a home on the right of ownership in this locality when registering and at the time of providing housing from the housing stock of a state institution;
you do not have a rent-free dwelling provided;
the housing in which your family lives does not meet the established sanitary and technical requirements;
Two or more families live in adjacent, uninsulated living quarters;
there are patients in your family who suffer from severe forms of certain chronic diseases (according to the list of diseases approved by the Government of the Republic of Kazakhstan), in which cohabitation with them in the same room (apartment) becomes impossible.
