Today, the “Youth” Research Center, with the support of the Ministry of Culture and Information of the Republic of Kazakhstan, together with the S. Seifullin Kazakh Agrotechnical Research University, held an expert meeting with students as part of the Jastar X platform on the topic “Youth and Constitutional Reforms: Dialogue on the Future of the Country.”
During the meeting, the speakers comprehensively discussed the significance of constitutional reform and its role in society.
Zhamaladen Ibragimov, Doctor of Law and Professor of the Department of Constitutional and Civil Law at the L.N. Gumilyov Eurasian National University, delivered a report on “The Foundation of a Just Society.” He noted that the key feature of the draft Constitution is its focus on the people. According to him, the new norms will form the basis for the formation of a just society in which the source of state power is the united people of Kazakhstan.
Nurbek Pusyrmanov, PhD, Director of the Institute of State History of the Ministry of Science and Higher Education of the Republic of Kazakhstan, and Associate Professor, presented a report on “The Constitution – a New Social Contract.” He described the Constitution as the most important document uniting society. In his view, the Constitution is the strategic foundation for the country’s future development.
Public figure, Chairman of the Republican Mediation Council, member of the National Kurultai, the APK Council, and the Public Council of the Ministry of Culture and Information of the Republic of Kazakhstan, Sherzod Pulatov, emphasized the particular importance of public harmony and unity within the framework of the theme “National Unity is the Main Guarantee of Successful Reform Implementation.”
Alena Dmitrieva, Head of the Analysis and Communications Department at the Youth Research Center, discussed digital human rights in the new draft Constitution. She focused on issues of personal data protection, digital security, and online rights in the modern digital environment, noting that, according to the Youth Research Center, approximately 80% of young people spend a significant amount of time online and are exposed to digital risks. She emphasized that protecting citizens’ rights, information security, and the safety of personal data are becoming relevant and timely areas for new reforms. The moderator of the dialogue platform, Center Director Gulishkhan Nakhbaeva, emphasized that such open meetings are aimed at increasing young people’s legal literacy, explaining the essence of constitutional reforms, fostering trusting communication between experts and students, and strengthening civic responsibility.
The significance of the upcoming referendum for the country’s development and the importance of youth civic engagement were also noted. The center’s research projects, digital resources, and the Jastar AI virtual consultant were presented during the meeting.
The event continued with an expert panel discussion and open microphone, where students were able to ask questions and receive detailed answers from experts.
The meeting was attended by members of the National Kurultai under the President of the Republic of Kazakhstan, faculty from the L.N. Gumilyov Eurasian National University and the S. Seifullin Kazakh Agrotechnical University, representatives of departmental committees and research institutes, experts, public figures, media, and students. Such dialogue platforms allow young people to openly express their opinions on the country’s future and are an important step toward building a Just Kazakhstan.
