Our history
Throughout its existence, the Scientific Research Centre «Youth» has gone through many changes. However, with each transformation, the role and significance of this centre has only increased. Today, the centre is the only and unique institution that studies the social well-being and key trends of Kazakhstani youth on a systematic basis.
2012
The first President of the Republic of Kazakhstan – Elbasy N.A. Nazarbayev at the ХІХ session of the Assembly of the People of Kazakhstan voiced the need for in-depth research on the processes taking place in the youth environment, continuous monitoring of the social well-being of young people. To fulfil these tasks, the Scientific Research Centre «Youth» was established at the L.N. Gumilyov Eurasian National University.
The Office of the President of the Republic of Kazakhstan coordinated newly created Scientific Research Centre «Youth».
2013
On February 11, 2013, the Decree No. 115 of the Government of the Republic of Kazakhstan on establishment of the Scientific Research Centre «Youth» at L.N. Gumilyov Eurasian National University was adopted.
On February 28, 2013, the Order of the Rector of L.N. Gumilyov Eurasian National University on establishment of the Scientific Research Centre «Youth» LLP was approved.
On March 4, 2013, the centre received the State registration as a Limited Liability Partnership (LLP) from the Ministry of Justice.
On May 14, 2013, the Ministry of Education and Science of the Republic of Kazakhstan issued a Certificate of accreditation as a subject of scientific and scientific-technical activity No. 003370.
In November 2013, the country’s first National Report «Youth of Kazakhstan – 2013» was presented with the support of the Committee on Youth Affairs of the Ministry of Education and Science of the Republic of Kazakhstan.
2014
The Scientific Research Centre «Youth», with methodological and analytical support from UNICEF’s Youth Policy Labs international consultants, conducted the National Online Youth Consultations for the joint report «Youth Wellbeing Index Kazakhstan». This report and the outcomes of the National Online Consultations are summary indices that analyse qualitative and quantitative data on key areas of youth well-being and development.
2015
The status of the Scientific Research Centre «Youth» has been enshrined in law. In accordance with paragraph 2 of article 24 of the Law of the Republic of Kazakhstan «On State Youth Policy» dated of February 9, 2015, the Scientific Research Centre «Youth» conducts research and provides methodological support for the implementation of state youth policy.
By Order No. 243 of the Minister of Education and Science of the Republic of Kazakhstan «On Approval of the Model Provisions for Youth Resource Centres» dated of April 27, 2015, Youth Resource Centres were established for the first time in the country.
In 2015-2016, the Scientific Research Centre «Youth», together with the Youth Congress of Kazakhstan and with the support of the Ministry of Education and Science of the Republic of Kazakhstan, implemented the pilot project «Zhastarga meyirimdi meken». As part of the project, a system of indicators for assessing youth policy at the local level was developed and tested. With technical assistance from the United Nations Children’s Fund (UNICEF) office in Kazakhstan, the indicator system was further developed as the Youth Wellbeing Index «Zhastarga meyirimdi meken» and approved by the Ministry of Education and Science of Kazakhstan. It included 5 areas such as education, health and well-being, employment and opportunities, and political and civic participation of young people.
2016
Participants at the Republican Youth Forum of Kazakhstan, which took place from 30 November to 1 December 2016, reviewed and endorsed one of the most important documents of the year – the third National Report «Youth of Kazakhstan – 2016». The Republican Youth Forum of Kazakhstan was dedicated to the 25th anniversary of Kazakhstan’s independence. The event was aimed at demonstrating the achievements of youth and youth policy over 25 years of Kazakhstan’s independence. On December 1, the forum included a meeting between the Head of State Nursultan Nazarbayev and young people.
2017
By a Government Decree dated of September 4, 2017, the rights to own and use the state shareholding in the Scientific Research Centre «Youth» LLP were transferred to the Ministry of Religious Affairs and Civil Society of Kazakhstan (now the Ministry of Information and Public Development of the Republic of Kazakhstan).
A new logo for the research centre has been approved.
2018
On May 5, 2018, the Ministry of Education and Science of the Republic of Kazakhstan issued a Certificate of Accreditation as a subject of scientific and scientific-technical activities.
2019
On the basis of the Resolution of the Government of the Republic of Kazakhstan dated of April 23, 2019 No. 223 there was established Non-Profit JSC «Kazakhstan Institute of Public Development «Rukhani Zhangyru», the authorised capital of which was formed at the expense of the national plot and by transfer of state interest in the authorised capital of the Scientific Research Centre «Youth» LLP in the amount of 100%.
The right of ownership and use of state share in authorised capital of the Scientific Research Centre «Youth» LLP is exercised by Non-Profit JSC «Kazakhstan Institute of Public Development «Rukhani Zhangyru».
2020
The Supervisory Board of the SRC «Youth» was approved on March 11, 2020 by the decision of the sole participant of Scientific Research Centre «Youth» – Non-Profit JSC «Kazakhstan Institute of Public Development «Rukhani Zhangyru».
An expert platform «JASTAR: ózekti másele» was organised to hold expert discussions on topical issues of youth development. The aim of this project is to ensure a comprehensive discussion and dialogue between experts and society on topical youth issues, taking into account the principles and values of the «Rukhani Zhangyru» programme.
To support the research activities of students, undergraduates and doctoral students, to promote the idea of a cult of knowledge among young people, as well as to develop the country's future scientific potential, the «Zertteý» project was launched. The aim of this project is to expand the research direction in the field of youth policy through the active involvement of young experts in research activities, including students in higher educational institutions.
2021
