Procedure for changing universities


Transfer to another higher educational institution is possible if you are a student at a university in the Republic of Kazakhstan. Under this condition, it is permitted to translate:

  • from course to course - based on the results of the summer examination session, taking into account the summer semester and the achieved transfer score;
  • from one specialty to another at the same university - only by studying on a paid basis;
  • from one university to another for one specialty - students studying both on a paid basis and on a state educational grant (does not apply to students who have received a grant from the university itself);
  • a student studying on an educational grant at another university while maintaining the educational grant;
  • from a paid basis for training under the state educational order.
Conditions for transfer within the source of funding for university education


Educational grant (free)


A student studying under an educational grant, if he has academic debt, liquidates it on a paid basis.It is necessary to submit an application for transfer addressed to the head of the university;
  1. Obtain written consent for the translation, sealed, contact the head of the university of interest;
  2. The application for transfer addressed to the head of the receiving university must be accompanied by:
  • a copy of the transcript, academic certificate, signed by the vice-rector for academic affairs and the office registrar, sealed;
  • certificate of educational grant holder.
       3.The dean of the faculty (director of the institute), on the basis of the submitted documents, determines the difference in disciplines in the curricula and, in accordance with the mastered prerequisites, sets the course of study, re-credits the mastered credits in accordance with the educational program and approves the student’s individual curriculum.
      4. Applications from full-time and evening students for transfer and reinstatement are considered by the head of the educational organization during the summer and winter holidays within five days before the start of the next academic period of the host educational organization.
      5. Applications from correspondence students for transfer and reinstatement are considered by the head of the educational organization within one month, but no later than five days before the start of the next examination session of the host educational organization.

Paid basis

According to the law, the procedure for reinstatement and transfer of students from course to course, from one specialty to another, from one form of education to another, from one university to another on a paid basis is established by the university independently.

In this case, the student’s personal file must contain:
  • certificate of passing UNT or CT - for undergraduate studies;
  • certificate of passing entrance exams - for master's programs.
Applications from full-time and evening students for transfer and reinstatement are considered by the head of the educational organization during the summer and winter holidays within five days before the start of the next academic period of the host educational organization.

Applications from correspondence students for transfer and reinstatement are considered by the head of the educational organization within one month, but no later than five days before the start of the next examination session of the host educational organization.

The transfer of a student from a paid basis to training under the state educational order is carried out by awarding educational grants released during the training process.
When a student transfers on a paid basis from one university to another, an agreement is concluded between him and the receiving university.

Transfer of a student from a Kazakhstani university to a foreign university

To do this, you must provide the foreign university with:

  • document on completed educational programs: academic certificate, transcript;
  • a document confirming the completion of the previous level of education, nostrified in the branches of the State Corporation “Government for Citizens” or in the Center for the Bologna Process and Academic Mobility in Astana (https://enic-kazakhstan.kz/ru/about/structure)
Transfer from one secondary specialized educational institution to another
submit an application for transfer addressed to the head of the educational institution;

  • upon receipt of written consent for the transfer, sealed, you should submit an application and a copy of the grade book (certified by the signature of the head of the educational institution) to the head of the college of interest.
